1 Scope of the Integrated Management System.
The 38 CC Norte III plant has established and implemented a comprehensive management system for quality, environment, health and safety at work, which includes the products, processes and activities shown below:
1.1 Products & Services
The 38 CC Norte III plant is dedicated to the generation of electricity through a combined cycle process, based on natural gas, with a maximum net capacity of 906,706 MW corrected under summer design conditions.
The 38 CC Norte III is formed by two twin Combined Cycle Modules with 2x1 configuration, formed by four Gas Turbines, four Heat Recovery Steam Generators, two Steam Turbines, two Air Condensers and Electrical Systems; as well as auxiliary systems necessary so that, together, they provide Net Capacity (CN) and a Guaranteed Net Unit Thermal Consumption (CTUNG).
1.2 Facilities
The facilities of the 38 CC NORTE III are located at Carretera Federal no. 45 km 335 + 200, C.P. 32730, Ciudad Juárez, Chihuahua, Mexico (figure 1). With a boundary in Transverse Modified Ejido (TME) coordinates referred to in Table 1; with a border to the north with the CERESO Substation, to the south with Autodromo "La Joya", to the east with the Pan-American Highway and to the west with EMRYC-San Isidro-Samalayuca.
It has an aqueduct of approximately 16 km in length, which starts from the intake located in the Laguna de Patos Wastewater Treatment Plant. A conventional potential substation with 230 KV air insulation, which is located within the plant premises, and which interconnects the National Potential Electric System with the electrical substation called "EL CERESO" in 230 KV. It also has 3 perimeter booths for monitoring air quality, one of which is located inside the plant, in the location shown in figure 1, and the remaining two are located outside the plant premises, at the coordinates indicated in table 1.

1.3 Processes
The 38 CC Norte III plant establishes operation, maintenance, and support processes for its SGI.
The scope of the comprehensive management system covers the relationships with relevant stakeholders, set out in MEX-N03-SIS-MN01-FR08 Stakeholders and also considers internal and external issues that may affect the Organization, set out in document MEX-N03-SIS-MN01-FR07 FODA Analysis.
The 38 CC Norte III is a facility called "Zero Liquid Discharge "ZLD"), for which there is a treatment plant for the recovery and recycling of the various wastewater streams of the plant's facilities.
The remains of contaminants and solids are processed into a solid waste. The ZLD system includes filtration, water softeners, evaporators, vacuum crystallizer, and its own cooling system, which is designed to achieve the highest recovery percentages.
1.4 Control and influence
The physical limits in which 38 CC Norte III maintains areas of control and influence correspond to the perimeter area without surplus, the perimeter in square meters described in point 1.2 and those shown in figures 1 and 2.
The life cycle perspective is considered by assessing the significance of environmental aspects oriented to the control and influence activities described above.
1.5 Not applicable clauses
Due to the nature of its operations, the organization decided to declare the following clauses not applicable to its IMS:
- a) 8.3 Design and development planning. – The design and development activities are part of stages prior to the operation of a combined cycle plant, and its main product, which is power generation, and were previously agreed with the client. As these conditions cannot be modified, the activities of the SGI focus on the operation of the plant to generate energy with the existing conditions, previously designed.
- b) 8.4.1 General. - The organization shall determine the controls to be applied to externally supplied processes, products, and services when:
- b) Products and services are provided directly to customers by third-party vendors on behalf of the organization.
- c) A process, or a part of a process, is provided by an external vendor as a result of an organizational decision.
- c) 8.5.1 Control of production and service provision.
- h) the implementation of release, delivery and post-delivery activities.
